First-Time Buyer Programs in Idaho: Down Payment Assistance & Grants

One of the biggest misconceptions I hear from people who want to buy but haven't pulled the trigger yet: "I don't have enough for a down payment." Sometimes that's true — but often it's not, because most people don't know what programs are actually available to them in Idaho.
The state has real first-time buyer programs that can reduce or eliminate the down payment barrier. Here's what exists, who qualifies, and what you need to know before you assume you're not ready.
Idaho Housing and Finance Association (IHFA)
IHFA — also known as Idaho Housing — is the primary source of first-time buyer assistance in the state. They offer several programs depending on your income, credit, and the type of loan you're using.
First Loan Program
IHFA's flagship program pairs a 30-year fixed-rate mortgage with below-market interest rates. The rate is set by IHFA and is typically lower than what you'd get from a conventional lender — sometimes by a meaningful margin. To qualify, you generally need:
- Credit score of 620 or higher (some programs require 640+)
- Income at or below IHFA's county-specific limits (for Ada County, limits are generally in the $90K–$120K range depending on household size)
- To be a first-time buyer — meaning you haven't owned a primary residence in the past three years
- The home must be your primary residence
Down Payment & Closing Cost Assistance
This is where it gets interesting. IHFA offers assistance up to 10% of the purchase price to cover your down payment and/or closing costs. This assistance comes as a second loan — typically at 0% interest — that doesn't require monthly payments. It's repaid when you sell, refinance, or pay off your first mortgage.
On a $400,000 home, that's potentially $40,000 in assistance. That's not a rounding error — it changes who can buy.
Most people who think they can't afford to buy in Idaho haven't actually looked at what IHFA offers. It's worth a 20-minute conversation with a participating lender before you write yourself off.
Federal Programs That Apply in Idaho
FHA Loans
FHA loans allow down payments as low as 3.5% with a credit score of 580 or higher (or 10% down with a 500–579 score). FHA is not a first-time buyer program specifically — anyone can use it — but it's one of the most accessible paths into homeownership for buyers with limited savings or imperfect credit.
The tradeoff: FHA requires mortgage insurance premium (MIP) for the life of the loan if you put less than 10% down. It adds to your monthly payment, but for many buyers the tradeoff is worth it to get in the door now.
USDA Loans
USDA loans offer zero down payment for homes in eligible rural and suburban areas. More of the Treasure Valley qualifies than people expect — Star, Middleton, Caldwell, and parts of Nampa have USDA-eligible zones. Income limits apply. If you're open to those areas and your income is under the threshold, USDA is one of the best deals in mortgage lending.
VA Loans
If you're a veteran, active duty, or eligible surviving spouse, VA loans offer zero down payment, no mortgage insurance, and competitive rates. If you qualify, there is no better loan product in existence. Full stop. Talk to a VA-approved lender before you look at anything else.
What "First-Time Buyer" Actually Means
For most programs, "first-time buyer" doesn't mean you've never owned a home. It means you haven't owned a primary residence in the past three years. If you sold a home two years ago, or if you previously owned but have been renting since, you may qualify again. Worth checking before you assume you don't.
How to Access These Programs
IHFA programs are accessed through participating lenders — not directly through IHFA. Your first step is to find a lender who's approved to originate IHFA loans and get pre-qualified. The lender will run your numbers against the specific program requirements and tell you exactly what you're eligible for.
I work with lenders who know these programs well and can get you a clear picture quickly. If you want a referral to someone I trust, that's an easy ask.
The Bottom Line
Down payment is a real barrier for a lot of buyers — but it's not always as high as people think. Between IHFA assistance, FHA's 3.5% option, USDA's zero-down rural program, and VA benefits for those who qualify, there are real paths into homeownership in Idaho that don't require a large pile of cash sitting in savings.
If you've been waiting because you thought you couldn't afford it, find out for sure before you decide. The answer might surprise you.
